YEREVAN. - Armenia’s President will be the post-partisan guarantor of the Constitution, Vardan Poghosyan, member of the Armenian President adjunct Specialist Commission on Constitutional Reforms, said in the parliament today, introducing the draft reforms.  

That said, the functions of the head of the state will differ from the powers of the Constitutional Court, he said.

Being an extrajudicial authority, the President will not be able to make legal rulings. His responsibility will be to pay due attention to the possible anti-constitutional legal acts and turn to the Constitutional Court. In fact, these powers will cover both the bills and the acting laws, as well as other legal acts.

But, according to Poghosyan, the President will not be a part of the political power; he won’t have to belong to any political party.
