YEREVAN. - Under Armenia’s new Constitution, the PM will not become the absolute leader of Armenia, Vardan Poghosyan, member of the Armenian President adjunct Specialist Commission on Constitutional Reforms, said in the parliament today, introducing the draft reforms.  

The reason is that the PM along with the government will be accountable to the parliament. If the latter sees that the executive body doesn’t correspond to the promises given to the electorate, the parliament can appoint a new government, the expert said.

In other words, even despite having a parliamentary majority, the government will always try to reckon with the parliament.

“And under the current system, the president, who has the governing majority, can influence the parliament, while the reverse influence is much weaker,” Poghosyan said.

Besides, considering the greater than before independence of the judicial body in appointing judges, no political force will feel certain about the unconditional support of the court, he concluded.
