YEREVAN. - Under Armenia’s new draft Constitution, the opposition will be able to demand the change of government only by constructive means, Vardan Poghosyan, member of the Armenian President adjunct Specialist Commission on Constitutional Reforms, said in the parliament today.  

1/3 and more MPs will be able to introduce a no-confidence motion against the PM, but only in case they simultaneously propose the candidacy of a new PM, Poghsoyan said.   

“The opposition will get the opportunity to put to vote the issue on the confidence in the government, but only if it can offer its own candidate. And to gain the confidence of others, they will have to make valid points in favor of their candidate. To put it another way, constructive and not destructive means for changing the power have been established,” he said.
