YEREVAN. – After the adoption of the new draft Constitution of Armenia, the 100-percent proportional electoral system will become 100-percent majority.

Director of the Collaboration for Democracy Center NGO, Stepan Danielyan, expressed such a view at Thursday’s public debates on the proposed constitutional reform.

“[Accordingly,] the electoral lists will be rating-based,” added Danielyan. “Consequently, these lists will become majority [voting system lists].”

In his words, it is early to speak about any sound provisions in the proposed constitution amendments, since it is unknown what subsequent legislative changes will be made.

The National Assembly will hold debates on the new draft Constitution in early October. Pursuant to this draft, Armenia will make a transition from a semi-presidential to a parliamentary system of governance.
