YEREVAN. – Attorney Hayk Alumyan believes that Chapter 2 of the new draft Constitution of Armenia, and which is regarding human rights and fundamental freedoms, should be removed from this draft.

“As a result of the proposed [constitutional] amendments, human rights will be reduced substantially,” Alumyan said at Thursday’s public debates on the proposed constitutional reform. “That’s why this chapter should not be put on the [new draft] Constitution, since the citizens’ rights are curtailed.”

The attorney also recommended that the chapters of the proposed Constitution be voted on separately because even though a person may support a parliamentary system of government, he may be against the proposed amendments with respect to property.

The National Assembly will hold debates on the new draft Constitution in early October. Pursuant to this draft, Armenia will make a transition from a semi-presidential to a parliamentary system of governance.
