YEREVAN. – Member of the Ruling Republican Party of Armenia (RPA) National Assembly Faction, Artak Davtyan, expressed a view that adopting a new Constitution will be a “revolution from above” for the country.

“The new Constitution ensures the rule of law, thanks to which we will have a modern, better state, [and] an effective governance,” Davtyan said. “It is a quite balanced document, which is one of its main virtues.”

The RPA MP noted that there is no parliamentary-governance-based country that is not democratic.

In Artak Davtyan’s words, one of the advantages of the new draft Constitution is that, in case of disagreement between the political parties, the provision of a stable majority will enable the people to form a parliamentary majority by voting.

Even though the ruling party deputy did not deny that the proposed constitutional amendments do have some drawbacks, he advised to speak about them after the forthcoming constitutional referendum.

The referendum on Armenia’s draft constitutional amendments is slated for December 6.

Pursuant to the new draft Constitution, the country will make a transition from a semi-presidential to a parliamentary system of governance.

The opponents of the proposed constitutional amendments, however, consider them to be primarily the authorities’ attempt to hang on to power.
