YEREVAN. - Switching to the parliamentary form of governance is a necessity and the idea is positive, but the draft has serious faults, Armenian political analyst Hayk Martirosyan told Armenian News – NEWS.am today.

“Some of the articles are just funny, for instance the one under which the ground for the punishment of a person committing crime is his guilt. Analogously, we can say that the precondition for becoming a mother is giving birth to a child. There are many controversial points and several institutions are redundant, making the state governance system more complicated. For instance, there was no need to take and link the models of the parliamentary states which have a president. Armenia could have no president [at all], like various developed countries with the parliamentary system,” Martirosyan said, noting that the Constitutional court could also be substituted by the Cassation Court, which could hear constitutional and other cases.  

According to Martirosyan, carrying out the constitutional reforms is a new mechanism for retaining the power, which, according to him, won’t justify itself.  

“The parliamentary system makes it hard to govern by the methods, which Armenia was governed by in the recent 20 years,” he said.

The referendum on the draft constitutional amendments will be held on December 6. Under the new constitution, Armenia will switch to the parliamentary form of governance.
