Widespread injustice and lawlessness created two states in Armenia: a state of comfortable minority, which is enjoying all the administrative benefits, and a state of majority left to the mercy of fate, Armen Rustamyan, a member of the ARF Executive Council, told journalists.

Improving the situation require authorities of new quality in Armenia. A priority is whether Armenia is able to develop without betraying its national interests. “The ARF is sure it can. Some forces hold an opposite opinion. They are mostly forces led by Levon Ter-Petrosyan. The incumbent authorities are against concessions as far as national interests are concerned. However, they are unable to ensure the country’s further development,” Rustamyan said. He added that the incumbent authorities deviated from the national way of development. So the ARF intends to cooperate with the forces that are ready to help it implement its program. “We must rely on ourselves, not on external forces. Experience shows we can succeed only if we do so,” Rustamyan said.

As regards the authorities-Opposition relations, Rustamyan said that the authorities tried to deceive the Opposition. Without informing the Opposition, they drafted amendments to the RA Election Code and submitted them to the CE Venice Commission. “We learned about it all of a sudden. We got a ‘bootleg’ copy of the document. The ARF, in cooperation with the Heritage Party, decided to draft amendments to the Election Code, and the draft has been submitted to the Venice Commission,” Rustamyan said.
