YEREVAN. – A mechanism for investigating border incidents is the main proposal made to Azerbaijan, in the negotiation process of 2016.
The Deputy Minister of Foreign Affairs of Armenia, Shavarsh Kocharyan, on Thursday told the above-said to reporters.
As per Kocharyan, Azerbaijan President Ilham Aliyev’s statement, according to which the meetings along the lines of the Karabakh peace talks are juts a formality, is enough to understand the attitude toward the OSCE Minsk Group co-chairs and the precepts for the settlement of the Karabakh conflict. According to the Armenian deputy FM, this is the very reason why there is no progress in the peace process for years.
Shavarsh Kocharyan said acknowledging that one of the conflicting parties—that is, Azerbaijan—basically continues its destructive policy under the guise of negotiations, the proposals have now focused on the principle that mechanisms are needed to investigate the incidents along the Armenia-Azerbaijan border and the Karabakh-Azerbaijan Line of Contact.
“This means that the [Minsk Group] mediators are concerned, and they are trying to propose new avenues [for the resolution of this conflict],” the Armenian deputy FM added. “If we don’t succeed, sooner or later another approach will develop—either to force Azerbaijan, or to just start the process of recognition of the NKR [i.e. the Nagorno-Karabakh Republic].”
