YEREVAN. - The territorial lists which are proposed to be included in draft Electoral Code of Armenia are the combination of open and close lists, which are used in more than 15 countries of the world.

Armenian Justice Minister Arpine Hovhannisyan told the aforementioned to the journalists in the framework of the public discussion of the country’s draft Electoral Code.   

In her words, this means that an attempt is made not to underscore the importance of only one party or personality, but strike a happy medium. According to Hovhannisyan, if someone enjoyed authority in certain territory before, they could use their authority for personal gain to guarantee their place in the parliament.

“Now it can happen that a party which wins votes in a corresponding territory may not receive a mandate by the correlation of votes in other territories,” the Minister said.
