A specialized commission on constitutional reform, and which is affiliated with the President of the Nagorno-Karabakh Republic (NKR/Artsakh), has been set up, and it will develop the draft for a constitutional reform in the country and submit it to the NKR President.     

At the request of Armenian News-NEWS.am, the chairman of this commission, chairman Ashot Ghoulyan of the NKR National Assembly, reflected on the need for constitutional reforms in Artsakh.

“The topic of constitutional reforms has long been circulated among the public and political circles of Artsakh,” Ghoulyan said. “As for the necessity of constitutional reforms [in NKR], (…) one thing can be said with conviction: the state governance system of Artsakh cannot be very far from the state governance model functioning in the Republic of Armenia.

“During our 25 years of independence, there have been changes in the model of governance, several times in Artsakh.

“[We] need to focus not so much on the discussions about the models of governance, as much as on the matters of efficiency and flexibility of the system [of governance].”
