YEREVAN. - The introduction of the electronic system of voter registration does not at all exclude the repeated voting.  

Legal Adviser of the Transparency International Anticorruption Center (TIAC), Heriknaz Tigranyan, said the aforementioned today during the debate on the topic “Armenian draft Electoral Code: Controversial provisions.”

According to her, the voter register is not a system connected with one single server.  “This means that the voter bases are separate in different electoral districts and there is no guarantee that the name of one person won’t be repeated for second and third time in the voter lists of different districts,” Heriknaz Tigranyan said.

That is, she continued, a person can vote with his ID card multiple times in different electoral districts, since there is no matching and the server doesn’t ensure data integrity.  “What problem does the introduction of the electronic registration system solve besides additional financial burden? We propose to either make one single register or merely give up on this form of registration,” Tigranyan concluded.
