Karabakh side has formally declared many times that any document put forward during the negotiation process, including the Madrid Principles, cannot be viable in terms of application, without the direct participation of Stepanakert.

Karen Mirzoyan, Nagorno Karabakh Republic (NKR/Artsakh) Minister of Foreign Affairs, stated the aforesaid at Thursday’s plenary session of the NKR National Assembly.

He noted this during the parliamentary question and answer session with the government, and in response to a question concerning the NKR official position on the Madrid Principles, reported Artsakhpress news agency.

In Mirzoyan’s words, it is only in case of restoring the Artsakh party’s participation in the negotiations that there will be an opportunity to discuss and implement the reached agreements.
