On June 30 in the daytime the Azerbaijani Armed Forces opened fire near the village of Talish in Martakert region of Karabakh, which is an agricultural area, in the direction of the civilians who were gathering in crops. Fortunately, no one was injured . On the same day the head of Talish village Vilen Petrosyan submitted a relevant notification to the NKR ombudsman. Vilen Petrosyan also said that harvest works are suspended for security reasons .

The NKR Ombudsman Ruben Melikyan has sharply condemned the Azerbaijani armed forces in violation of Talish civilians’ rights to life and property, and  in violation of international humanitarian law. The Ombudsman called on the relevant international organizations, particularly, those already operating in Azerbaijan, to take steps for prevention of those incidents. The ICRC spokesperson Etery Musayelyan said in an interview with  Artsakhpres  that the ICRC regularly reminds all the parties about their obligations - to respect civilian population, particularly during such important activities as harvesting .

"The ICRC is closely monitoring the development of the current activities of the civilian population and communicating directly with farmers at the settlements located near the contact line. Based on the data received our organization continues to conduct a dialogue with the parties on bilateral and confidential basis. The ICRC does not disclose the details of separately conducted dialogues with the parties to be able to effectively continue cooperating with the parties in regard to the humanitarian issues. The ICRC is using this possibility to remind all the parties that they must at all times make clear distinctions between the militaries and the civilians.

Attacks against civilians are prohibited by the international humanitarian law . Thus , civilians at all times should be respected and protected. They should not be attacked, if they carry out activities of civil nature . "

As reported earlier on June 30 at 14: 10 pm the rival regularly violated the ceasefire regime using artillery weapons in direction of the areas of agricultural importance near Talish village adjacent to the border , where the civilians were harvesting  grain.
