There isn’t anyone in Nagorno-Karabakh who will for no reason surrender the five districts: very strict security guarantees should be in place here.

Military expert and Head of the Caucasus Department of CIS Countries Institute, Vladimir Yevseyev told the aforementioned to Armenian News – NEWS.am, recalling that the media ascribes Russian FM Sergey Lavrov a certain “Lavrov’s plan”, which supposes the surrender of five regions in the security zone.

In the expert’s words, Russia is likely to be ready to give security guarantees. “But it is necessary to understand to which extent is Azerbaijan ready to carry out the duties it has taken up.  Moreover, it is quite apparent that the Armenians living in Nagorno-Karabakh will not make that step. There is more speculation here than reality,” Yevseyev stressed, adding that certain confidence level -- which is unfortunately absent -- is necessary in the Kartabakh conflict zone.
