YEREVAN. – It cannot be ruled out that tension will increase at the border, after the constitutional amendments in Azerbaijan.

Caucasus Institute Deputy Director, analyst Sergey Minasyan, said the abovementioned at a press conference on Tuesday.

As per Minasyan, after the constitutional referendum in Azerbaijan on September 26—and which proposes to expand the powers of the country’s president—, much will depend on how Azerbaijan will assess its balance of power with Armenia, and whether it will think that it has a respective advantage.

“If the [Nagorno-Karabakh conflict] negotiation process continues, we need to think about how to change, if not the form of the Madrid Principles, then at least the logic because they ensured the status quo, in some way,” added the analyst. “But they didn’t propose a radical solution to the conflict.”
