YEREVAN. - The knowledge and human resources haven't been properly assessed during the years of Armenia's independence.

Doctor of Economics and Director of Alternativa analytical center, Tatul Manaseryan, said the aforementioned to Armenian News – NEWS.am, talking about his observations in connection with the 25th anniversary of Armenia's independence.

In his words, the first issue is that the human capital wasn't properly assessed, whereas it should be considered the most important resource for any country, let alone Armenia with its limited resources. This results in the issue of emigration, first of all of young professionals, who could have created material values for the country, but left to 'make their bones abroad', not finding application to their skills.

Finally, the cooperation between the state and business is hindered by the wrong realization of the idea of partnership between the state and private sector. This concept with modern sounding was quickly borrowed from the West, but only in word. The distortions in the content gave birth to corruption risks.

''Nevertheless, I am optimistic and hope that the new Government will want and be able to overcome these gaps and corruption, which has nestled all along the vertical of the state system. Hopefully, it will also give proper content to the partnership between the state and private sector, as well as involve in it the public circles, namely economists, with their expert opinion. The state-business-community triangle will be able to regenerate new and useful ideas,'' Manaseryan added.

On September 21 Armenia marks the 25th anniversary of its independence.
