The Court of Appeals has toughened the sentence of Arthur Mkrtumian, who on September 18 murdered the military commissar of Berd region (Tavush marz) Papian, sentencing him to 14 years of imprisonment. 

As reported earlier, Papian’s family did not agree with the verdict issued by the first instance court, under which the defendant Arthur Mkrtumian was sentenced to 11 years of imprisonment. Papian's relatives filed an appeal requiring to re-qualify the charge. The court of Appeals did not re-qualify , but increased the terms of the sentence by three years. The defense of Artur Mkrtchyan intends to appeal.

In June, the Court of First Instance sentenced Mkrtumian to 11 years of imprisonment, taking into account that the defendant has 3 minors. The Court partially satisfied the claim filed of the complainant. The relatives of Papian demanded to receive 5.5 million , whereas the court ruled over the amount of 1 million 40 thousand drams. Arthur Mkrtumian is charged under Article 104 Part 1 of the Criminal Code.
