Special Envoy for Eurasian Energy, U.S. Department of State Richard Morningstar pointed out the difficulties of the Karabakh conflict, expressing hope for its early resolution.

Forum “The Caspian’s Changing Role in Global Energy” with the participation of the officials and U.S. experts was held in Johns Hopkins University, Voice of America Azerbaijani reported. The participants discussed influence of the Karabakh conflict on energy security as well.

Speaking at the forum Brenda Shefer, professor of the Haifa University and ex-director of the Caspian Studies Program at Harvard, noted that U.S. does not pay enough attention to the Karabakh peace process and carries out unbalanced policy in the South Caucasus. However, Richard Morningstar did not share her opinion. According to him the issue is more complicated. He said that U.S. draws much attention to the issue. He stressed that Brenda Shefer is wrong saying that U.S. is to blame for non-resolution of the conflict. As if U.S. has magical power to resolve it but does nothing, he wonders.

Morningstar recalled that back in 1990s the Secretary of State Madeleine Albright spent 12 hours in one room with Heydar Aliyev and Robert Kocharyan, participated in the talks to settle the disagreement. Many experts of incumbent administration are dealing with the issue, but it is not easy to solve it. Nevertheless, Morningstar hopes that this conflict would be resolved in the near future.
