YEREVAN. - The Armenian Government will probably offer a new system of budgetary appropriations for Gyurmi and Vanadzor, the second and third largest cities of the country.

First Deputy Minister of Territorial Administration and Development, Vache Terteryan, said the aforementioned on Monday at the debate on the amendments to the Law on Administrative-Territorial Division of the Republic of Armenia.  

The law proposes to remove the words ‘urban’ and ‘rural’ from the names of communities: in the conditions of community enlargement, each of them will include several villages (or a town and several villages). The definitions ‘urban’ and ‘rural’ will remain only in the names of community settlements.

 “A city will remain a city, a village – a village and a community – a community,” Terteryan concluded.

Currently, the administrative difference is between the powers delegated to the city and village (secondary schools, polyclinics, garbage collection, etc.).  “Nothing changes in the appropriation schemes. But in the future we may follow the example of Yerevan and offer new schemes for Gyumri and Vanadzor cities, where the local self-government elections will now also be held by the capital’s example, i.e. pursuant to the changes in the Constitution,” the Deputy Minister said.
