The fate of the bill on recognition of the Nagorno-Karabakh Republic (NKR) proposed by the Heritage Party remains undecided.

At a regular four-day session of the Armenian Parliament opened on Oct 25, Chairman of the Heritage Party Raffi Hovhannisyan proposed putting the bill to the vote in its first reading and holding a thorough discussion of its second reading and, if necessary, amending the bill later. However, Parliament Speaker Hovik Abrahamyan, a member of ruling Republican Party of Armenia (RPA), proposed holding consultations with the ruling coalition before putting the document to the vote. He promised to put the bill to the vote during the current four-day session.

Talking to journalists, Raffi Hovhannisyan pointed out his readiness for a compromise if the coalition proposes a consensus-based solution, for example, a bill signed by all the parliamentary forces might be put on the big agenda. He stressed that the document, if approved, will not in any way affect the Nagorno-Karabakh peace process.

It is noteworthy that at last four-day session the parliamentary majority promised to discuss all the issues with the Heritage Party. However, no consultations have been held since. Talking to NEWS.am, the Parliament Vice-Speaker, RPA Board member Samvel Nikoyan reported that the RPA faction will act “effectively” if the bill is put to the vote.
