Organizing Armenian and Azerbaijani Presidents’ meeting in Astrakhan, Dmitry Medvedev tries to create prerequisites for Armenia-Azerbaijan talks, President of the Noravank science and education fund Gagik Harutyunyan told NEWS.am.

At the moment, Karabakh conflict as such is closer to resolution than ever. Time is working against Azerbaijan, the expert underscored. According to him, Azerbaijan’s aggressive policy only damages itself.

Commenting on NKR recognition by Armenia, the political scientist emphasized nothing should be ruled out on the matter. “The point is not recognition of Nagorno-Karabakh. If things go on like this, recognition of Nakhchivan will be raised.  I am for “one state-one nation” formula myself. If the political situation dictates, the recognition of Karabak’s independence will take several hours,” he noted.

According to the expert, it would be better for Karabakh to restore its right to full-fledged participation in the negotiation process. “Karabakh had always been a party to the talks. The OSCE MG Co-Chairs always visited Karabakh within the framework of their regional visits and heard out Karabakh authorities. However, I do not see the mechanism for NKR to become a party to the negotiations in the current stage of peace process,” he stressed.
