YEREVAN. – In no case, there take place a complete return of refugees, after conflicts have been settled, said the Russian political scientist Alexander Skakov in an interview with Armenian News - NEWS.am.
“The point is about returning to the areas that will be (if any) returned to Azerbaijan. No other regions can be considered, while talking about the return of refugees. As it is, for example, the return of Armenians to Baku or Sumgait. It is impossible to place a UN peacekeeper to each refugee. In no case, a complete return of refugees was possible, after the conflict had been resolved. Even if the conflict was resolved within the framework of a single state. Russians didn’t go back to Chechnya and Ingushetia, did they? What about the return of Armenians and Greeks to Turkey, Germans to Sudetenland and the Eastern Prussia, French to Algeria and so on? All these are a fiction. Unfortunately, there happens, what is called an ‘exchange of populations’, and there is no getting away from it,” stated the expert.
