In order for progress towards peace to come about there has to be a significant shift in the positions of the two governments.

Referring to the recent diversionary infiltration attempt by the Azerbaijani side, the analyst noted: “My only comment on this is that it shows that although the two sides remain able to talk, the situation on the ground is the same. The longer the ceasefire remains as the only conflict management measure in place, the more likely it is that it will be broken and that the possibility of a worsening of violence becomes [greater].”

Ceasefires are temporary measures by definition, they do not signify conflict resolution, he added.

As reported earlier, Azerbaijani troops launched a diversionary infiltration attempt, on the early morning of December 29, at the Republic of Armenia (RA) state border, southeast of Chinari village in Tavush Province. As a result of this infiltration attempt, the Armenian armed forces suffered three casualties: Senior Lieutenant Shavarsh Melikyan, and Privates Edgar Narayan and Erik Abovyan. The Azerbaijani side suffered about seven losses. The body of one of the Azerbaijani casualties remained on the Armenian side.
