If the extradition of Lapshin is considered as a victory of Azerbaijan's diplomacy, there is nothing else to add, said the Director of Caucasus Institute Alexander Iskandaryan.

According to him, it is clear that the issues of the international response need to be solved at the presidential level. Therefore, it is hardly possible, that the request from Baku has been submitted by a mid-level bureaucrat.  

"But to boast and call the extradition of the blogger as a victory, it's just a masquerade. It is clear, that Lukashenko was promised something for it. Another question is if he gets what he’s been promised or not. What they do is also clear. Azerbaijan was preparing for April 2016 escalation for 22 years. The amount they spent on defense in the past few years has made about 20 billion dollars. Instead, they got a territory in the size of two backyards. Now they have to at least add something to the fire of the propagation " said Iskandaryan.
