This September and October, 2010, the Central Bank of Armenia (CBA) made only two decisions on holding banks responsible. Relevant measures were applied to Prometey Bank this September and to BTA Bank this October respectively. More cases of holding banks responsible are normally registered. This August six decisions were made. Six decisions were made on the HSBC Bank Armenia.

Their decisions are secret, and the CBA makes them available to public with delay. So the specific measures applied to individual banks or other financial institutions remain unknown. It is not the first instance of nonpublic activities by the CBA.

Armenian insurance companies are more often held responsible than banks. In 2010, the CBA Chairman has made 64 relevant decisions on insurance companies, and 44 decisions on banks. Obviously, banks show better discipline than insurance companies, which arouses concern among hundreds of thousands of Armenians that have to insure their cars.
