Armenian Parliament has not made decision on draft bill providing for recognition of Karabakh’s independence and submitted by the Heritage party. The ruling coalition, which repeatedly stressed inexpediency of issue’s discussion at the moment, did not participate in voting.

Therefore, quorum was not provided and decision on the document was not made. Thirteen MPs voted “for”, there were no parliamentarians voting “against” and abstainers. Seven Heritage party MPs, independent MP Tigran Torosyan and five members of ARF Dashnaktsutyun supported the bill, NEWS.am correspondent reported.

Prior to voting leader of the Heritage party Raffi Hovhannisyan called on his colleagues to support the document, as it is of national importance. However, his arguments did not compel the ruling MPs.

After the vote secretary of ruling Republican Party Eduard Sharmazanov stated that adoption of the document will damage the peace process now. “Such document can be passed when right time comes,” he said, recalling President Sargsyan’s words: Armenia will recognize Nagorno-Karabakh in case of Baku’s military aggression.

Nevertheless, the Heritage insists the adoption of the draft bill would clear up the Karabakh peace process, specify Yerevan’s stance and contribute to a rapid resolution of the conflict.
