Pardon Commission under the President of Azerbaijan prepared the final list and submitted it to the president.
The commission has reviewed over 300 appeals that were included in the final list.
President will sign a decree of pardon on the occasion of December 31 - Day of Solidarity of World Azerbaijanis and New Year, Azerbaijani press reported.
