Last year, the RA Ombudsman office received 4,089 complaints from 5,521 people, with 1,253 complained being in written form. Positive decisions were made on 123 complaints, and 562 persons were restored to their rights, Armenian Ombudsman Armen Harutyunyan told journalists at the Feb. 2 presentation of his report.

He reported that most of the complains were lodged against the Yerevan Municipality (477), followed by the Armenian Police (233), courts (185), rural administrations (179), Ministry of Labor and Social Affairs (141).

The report contains information on the Ombudsman`s activities, as well as on the causes and analysis of human rights violations.

The report is focused on the rights of socially vulnerable population groups - conscripts, children, refugees and national minorities.

From February 20, 2006, to December 31, 2010, the office received over 18,340 complaints from 28,041 people. Positive decisions were made on 530 complaints, and 8,703 citizens were restored to their rights.

Harutyunyan welcomed the positive facts, but pointed out that Armenia is not a full-fledged democracy. The bureaucrats that restore people to their rights are the same persons that commit violations.
