The Armenian authorities’ decision on the creation of a bicameral parliament is not matured, as ideas requiring constitutional amendments and, first of all, changes in public thinking must not be advanced, MP from “Heritage” parliamentary faction Larisa Alaverdyan told the reporters on Friday.

The parliamentarian stressed it is unacceptable to empower those living outside Armenia to make a decision, as they will not feel its consequences.

“Though I am always committed to political correctness, I must say this idea is absurd. The creation of a bicameral parliament is unacceptable in legal terms, as citizens living in Armenia should not become victims of Diaspora Armenians’ decision making, Alaverdayn said. Even if the Armenian society were matured for the creation of a bicameral parliament, many significant changes should have been introduced,” she said, stressing Hranush Hakobyan’s idea is rather risky.

As Armenian News-NEWS.am reported earlier, during a recent meeting with representatives of the Armenian community in California, Armenian Diaspora Minister Hranush Hakobyan spoke of Armenian President Serzh Sargsyan’s intention to make amendments to the Constitution and turn the country’s national assembly into a bicameral parliament. It will grant Diaspora representatives an opportunity to become members of the Upper Chamber and participate in state governance in Armenia.
