At the moment, negotiations on establishment of a confederation in the South Caucasus are not held, it is just a discussion, expert says.

Way of thinking of current ruling elites in the South Caucasian states will not allow doing it, Alexander Rahr, Director of the Russian/Eurasia Program, German Council on Foreign Relations, told Armenian News-NEWS.am. “Nowadays the entire world seeks for convergence realizing it is impossible to survive one by one. Leaders of the next generation are likely to meet halfway creating a type of local European Union,” political expert said, adding the first step will be economic convergence.

Alexander Rahr recalled that back in early 1990s the idea of a confederation in the South Caucasus was considered as an option for resolution of the Nagorno-Karabakh conflict. “Mr. Saakashvili realizes by moving in this direction it will be possible to solve the problems of Abkhazia and South Ossetia. “He definitely does not want Iran and Russia to be confederation members, but has a wish Abkhazia and South Ossetia may join it,” the expert noted.

In general, according to Rahr, this idea bears some positive aspects and can be theoretically realized in the future.

“The EU managed to do it. It took 60 years for the states which have been fighting for thousand years to come together and create the European Union. The point is whether the Union is an exception or a model for others. It is a controversial issue, but the EU itself proves it is possible,” Rahr resumed.
