No offence by Azerbaijan will go unpunished, Armenian Minister of Defense Seyran Ohanyan stated at Yerevan State University.

The Armenian side remains committed to the ceasefire. Serious work has been done to improve engineering structures and discipline on the contact line. "So most of the injuries and deaths are the result of violations rather than of Azeri snipers` `effective` work`," the Minister said.

On the other hand, many of the ceasefire violations are committed by soldiers without any orders by their commanders, which is evidence of poor discipline.

Minister Ohanyan said that the Azerbaijani leadership is trying to draw Armenia into an arms race. Last year, the Armenian side took measures to modernize its armaments. However, the Armenian side`s priority is the quality and morale rather than quantity. Minister Ohanyan stressed that the Armenian army did not yield an inch of land in the past and it is ready top accomplish its tasks now.
