Under an agreement reached with the authorities of the Nagorno-Karabakh Republic (NKR), the OSCE mission planned to conduct monitoring on the line of contact between the Nagorno-Karabakh and Azerbaijani armed forces - east of the village of Talish, NKR and near Akna, Askeran district.

The unfavorable weather conditions prevented the monitoring east of the village of Talish.

The NKR Ministry of Foreign Affairs informed Armenian News-NEWS.am that Personal Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk`s suggestion the Azeri side, in contrast to the Nagorno-Karabakh side, did not bring the monitoring mission to the previously agreed point during the monitoring in the direction of Askeran. As a result, the monitoring missions had to conduct monitoring from a distance.

The NKR side the monitoring was conducted by field assistants Antal Herdice (Hungary) and Kristo Kristov (Bulgaria).

On the Azeri side the monitoring was conducted by OSCE office coordinator, Lieutenant-Colonel Imre Palatinove (Hungary), and the field assistants William Prior (Great Britain) and Zhaslan Nurtazin (Kazakhstan).

On the NKR side, the monitoring mission was accompanied by officials of the NKR defense and foreign offices.
