YEREVAN. - Different international agencies are discussing the Nagorno-Karabakh problem almost every day. However, with its lowbrow parliament and political arena, Armenia is unable to resist the tendencies, head of the Center for Globalization and Regional Cooperation Stepan Grigoryan told journalists ok Wednesday.

He pointed out that Armenia may find itself in a situation when problems are settled without its involvement.

“The Armenian MPs habit of boycotting everything affects Armenia’s positions. Armenian MPs decided to boycott the PACE subcommittee on Nagorno-Karabakh thereby playing into Azerbaijan’s hands. The committee keeps on working,” Grigoryan said.

Parliamentary assemblies shape international agencies’ policies, and resolutions are taken into account in decision-making, he added.

“The weak Armenian parliament made the Armenian president boycott the NATO summit, an event of paramount importance. Under the circumstances, the Armenian president’s decision was the only right decision, as the NATO document on Nagorno-Karabakh indicates only the territorial integrity principle,” Grigoryan said.

NATO is actually an agency formed to defend territorial integrity. The question is that the Armenian side has an opportunity to get the point on Nagorno-Karabakh removed from the document, the expert added.

The only thing that had to be done was to remind the NATO of its own repeated statements on its neutrality to conflicts in the post-Soviet area, Grigoryan said.
