The Office of Democratic Institutions and Human Rights (ODHIR) of the OSCE has contacted the Human Rights Defender of Armenia to discuss the current process of appointment of judges of the Constitutional Court and has reached an agreement to follow the process in detail.

The Human Rights Defender and the OSCE/ODIHR held a number of discussions on the importance of independent evaluation of the procedure for appointment of judges of the Constitutional Court and how both institutions can work together to follow the procedure. During the discussions, the OSCE/ODIHR will provide support by sending experts for evaluation and will prepare a legal analysis of the legislation regulating appointment of judges, relevant international standards and commitments and the leading practice.

The aim of the evaluation is to conduct an independent and impartial study of the process, with the focus on the legal acts and procedures regulating appointment of judges, as well as implementation of the procedures and the transparency of the process.

Both institutions stated that transparency is the key component of any process for appointment of judges, meaning it is necessary to make sure all the stages of the process are as transparent as possible.
