The deployment of Russian peacekeepers in Nagorno-Karabakh [(Artsakh)] does not require the permission of the Russian Federation Council, Russian presidential spokesman Dmitry Peskov said, Interfax reported.

"There is just no need for it because on September 30, 2015, there was the decision No. 355-SF of the Federation Council of the Russian Federation, which gives consent to the President of Russia to use the armed forces outside borders of the territory of  Russia on the basis of universally accepted principles and norms of international law," Peskov told reporters Wednesday.

And to the clarifying question as to whether this mean that the Russian President does not need to petition to the Federation Council now to use the Russian army outside Russia, Peskov answered: "As long as that decision is in force—and it is in force, it has not changed—there is such a legal basis for making similar decisions—and based on the universally accepted principles and norms of international law."
