We know that there are "biolabs"—disease control centers—in Armenia, Azerbaijan, and some other countries in the post-Soviet expanse. They are, in effect, those countries’ sanitary-epidemiological authorities, which have been transferred to the control of the United States. Aleksandr Aleksandrovsky, a representative of the Ridus agency, stated this during Wednesday’s Russian-Armenian conference on biological threats in Eurasia.

According to him, the Pentagon’s construction of biolabs in the CIS countries is intensifying due to the criminal carelessness and irresponsibility of the governments of these countries. "These countries have handed over to the Pentagon unique collections of combat strains, which Soviet scientists have been working on their development for decades. We see that the activities of these labs during the [current coronavirus] pandemic have not brought any benefit to these countries," he added.
