The negotiation process is not just the settlements; quite a lot of work is being done before the start of negotiations. Second President Robert Kocharyan, who heads the “Armenia” bloc ahead of the snap parliamentary elections on June 20, stated this at his meeting Monday met with this bloc's members in Armavir Province.

"I have not received any proposal in ten years that would have been a surprise to me and we would not have negotiated on it in advance. If you come without any ‘baggage,’ without ‘homework,’ sit down and do not know what will happen, it is not a negotiation work; you can always find yourself in stupid situations. It requires a lot of work, that's how one should be prepared, that's why there is a Ministry of Foreign Affairs, there are personal connections, there is ‘kitchen’ work; there is a lot of work that is not seen, but is done. We have to put all the mechanisms into action; there is no other way to work. This is what this government does not master. They go, sit down, say ‘I will start from zero point,’ then they bring a paper, he says, ‘I do not want this paper, it is not good.’ They bring another paper, he says, ‘I do not want this paper either.’ They bring another paper, he says, ‘What is written here? Give an explanation of this.’ It does not happen like that. You already need to know what paper will come, and you have already had had some influence on the ‘quality’ of that paper. Then you do not find yourself in a situation where you are constantly rejecting, destructive, creating an obstacle," Kocharyan said.

According to him, in general, the government should be a problem-solving body, whereas the current Armenian government has become a problem-creating body for several years already. "It does not happen that way. If someone in a family is constantly creating problems, that family will eventually fall apart," Kocharyan said.
