The issue of Russia's arms sales to Azerbaijan is rather on the moral plane, the second President of Armenia Robert Kocharian said at a press conference.

"The arms market is such that if you have money and are ready to spend it on buying weapons, you will find it. If this is not Russian, it will be different. You saw quite successful use of non-Russian weapons by Azerbaijan during the war. The high-precision missiles were not Russian. Therefore, this question is not fatal. Rather, it is on the moral plane. 

I do not think that the sale of arms by Russia to Azerbaijan will change the balance of power in the region. But on a moral plane, of course, it all sounds bad in this situation. But I have the impression that Russia will find a way to mitigate the situation," the ex-president noted.

He suggested as an option the possibility of maintaining a balance with Armenia.
