Azerbaijani servicemen have the opportunity to establish control over the M-2 road and, in essence, the city of Kapan, and this poses a threat to the lives and health of civilians. This is what Human Rights Defender of Armenia Arman Tatoyan said today.

Tatoyan added that the Azerbaijani positions neighbor the runway of the airport in Kapan. “Even if there is no gunshot fired, being deployed there is a violation of the right to life under the norms of the European Court of Human Rights,” the Ombudsman stated.
