Did the U.S. Ambassador to Azerbaijan speak about 'the liberated territories'?

U.S. Ambassador to Azerbaijan Lee Litzenberger has announced the participation of three U.S. companies in the projects underway in Azerbaijan.

In the news presented by Azerbaijani presses, a statement on the participation of U.S. companies in the projects in ‘the liberated territories’ has been literally ascribed to the Ambassador. What remains unclear is whether Azerbaijani presses ascribed this undiplomatic statement to the U.S. diplomat or he really allowed himself to speak about 'the liberated territories'. However, afterwards, Litzenberger allegedly stated that “there are big opportunities for the participation of U.S. companies in the implementation of projects in Nagorno-Karabakh” since “U.S. companies have the best technologies and solutions. They can provide the most state-of-the-art technologies and the best experience”.

It turns out that the diplomat, who is a representative of a co-chairing country of the OSCE Minsk Group, and Azerbaijani presses are discussing projects in Nagorno-Karabakh, the status of which needs to be determined during the process of negotiations.
