Azerbaijan continues to manipulate concepts and mislead the international community with talks about unblocking communications with Armenia.

"Azerbaijan is fulfilling its obligations to restore transport communications," Azerbaijani Foreign Minister Ceyhun Bayramov said at a joint press conference with the Minister of Foreign Affairs and European Integration of Moldova Nicu Popescu in Baku.

"The work on the construction of the 110-kilometer railway line to the border with Armenia, which started in 2021, is 24% complete. The line is planned to be completed in 2023," Bayramov said. According to the Azerbaijani minister, the construction of the highway is completed by 27%. "These indicators demonstrate Azerbaijan's responsible approach, while only contradictory statements are made in Armenia," Bayramov said.

Such arguments may well mislead a reader unfamiliar with the regional situation. Formally Bayramov did not use so beloved by Azerbaijan and Turkey expression "Zangezur corridor," although he certainly speaks about it.

In Azerbaijan, the notion of "communications" is interpreted to exclusively link Turkey and Azerbaijan through Armenian territory. The specific routes mentioned by the minister are additional evidence of that. There is an impression that the opening of communications should only benefit Azerbaijan, while what Bayramov says may be of less interest to the Armenian side. The unblocking of other routes, such as through Gazakh, is not even considered in Azerbaijan.
