Russian President Vladimir Putin has signed a federal law aimed at improving the sustainability of the transport complex under sanctions, RIA Novosti reported.

It provides for the possibility to register the rights to foreign aircraft leased by Russian airlines and to issue them with Russian airworthiness certificates.

According to Alexander Pronyushkin, a member of the Federation Council Committee on economic policy, the law is aimed at supporting transport companies in civil aviation, sea and inland waterway transport, rail and road transport in the face of sanctions imposed by several countries affecting their activities.

The document provides an opportunity to register the rights to foreign aircraft leased to Russian airlines and issue them Russian airworthiness certificates. This will allow Russian companies to keep their fleets and enable them to operate on domestic routes. Certification of aircraft will be carried out with the involvement of certification centers and test laboratories, the requirements to which will be determined by the relevant agency.

In the sphere of sea and inland water transport the Russian government is given the authority to impose reciprocal restrictions on foreign ships of those states that have banned Russian ships from entering their ports.

In the sphere of railway transport a requirement on obligatory registration of the number plates of the rolling stock is established. As noted in the document, given the increased risk of sanctions being imposed on Russian companies, there is a need to regulate relations in the area of number registration at the level of a Russian legal act.

It extends until 31 December 2023 the deadline by which transport infrastructure entities and carriers must ensure the certification of transport safety equipment installed and used on transport infrastructure facilities and vehicles.
