U.S. President Joe Biden called Russian President Vladimir Putin a "war criminal."  

This statement by Biden reflects a shift away from the administration's previous stance. Officials, including Biden, had previously refrained from allegations of war crimes in Ukraine, citing an ongoing investigation, CNN noted.

Biden initially said "no" when asked if he thought Putin was a war criminal, but then returned to the group of reporters to clarify what he had been asked.  After being asked again, he answered in the affirmative.
