US President Joe Biden's personal insults to Russian President Vladimir Putin have a negative impact on relations between the two countries. This was announced by the Russian presidential spokesperson, Dmitry Peskov, TASS reported.

"Personal insults cannot but leave their mark on the relations of the heads of state, especially personal insults which should not have taken place in the rhetoric of the head of state at all. Of course, this is a factor that has a negative impact," Peskov said.

"Dialogue between Russia and the US is necessary in any case; it is in the interests of the whole world. Sooner or later there is a need to talk about stability, security, etc.," the Russian presidential spokesperson added.
