YEREVAN. - President of Armenia Serzh Sargsyan on Tuesday convened a meeting on legal and judicial system, to discuss the course of execution of orders given at the previous meetings.
Head of the Constitutional Court Gagik Harutyunyan, Prosecutor General Aghvan Hovsepyan, Police Chief Alik Sargsyan, Head of the Court of Cassation Arman Mkrtumyan and Minister of Justice Hrayr Tovmasyan attended the meeting, Presidential press service informs Armenian News-NEWS.am.
The meeting made a particular stress on very inevitability of punishment. The president stressed that the task of the modern constitutional state is not only the protection of citizens’ rights but also punishment of those who infringe them. If the inevitability of punishment remains a fragile concept, the interests of human society and the state continues to remain at risk.
"Obviously, the best prevention is to investigate crimes and to ensure the inevitable punishment. Here we have two tasks: first is the stage of detection and investigation of crimes, which must be performed by intelligence and investigative agencies with high quality and on time, and second is a judicial sentence and its practice. We have problems in both spheres and we can no longer tolerate them," said Sargsyan.
