The Office of the Ukraine President presented recommendations on security guarantees. The recommendations call for the creation of a Kyiv Security Treaty, a joint document on strategic partnership that would unite Ukraine and the guarantor states.

The recommendations imply a tiered approach to guarantees. A core group of allies is expected to make clear commitments to support Ukraine's Armed Forces, while a broader group will provide nonmilitary guarantees built around sanctions mechanisms.

The treaty will bring together a core group of allied countries and Ukraine. This group of guarantor states could consist of the United States, the United Kingdom, Canada, Poland, Italy, Germany, France, Australia, Turkey, as well as the Nordic and Baltic countries, Central and Eastern Europe.
