U.S. President Joe Biden accused Russia of violating basic principles of UN membership and said Moscow was irresponsibly threatening to use nuclear weapons.

A permanent member of the UN Security Council has invaded a neighboring country and attempted to wipe out a sovereign state. Russia has shamelessly violated basic principles of the UN Charter, Biden told the UNGA. A nuclear war cannot be won, and it must never be started, Biden said.

He said Russia has not been threatened by anyone, despite its claims to the contrary, and that only Russia has sought conflict. He promised that the United States would stand in solidarity with Ukraine.
