At Saturday’s congress of Armenia’s ruling Civil Contract Party, Prime Minister Nikol Pashinyan read a part of Russian President Vladimir Putin's decree of November 10, 2020.

The decree is entitled: "On measures to ensure peace in Nagorno-Karabakh," whose third point refers to communications.

"It is the third point, where it is said that Armenia will provide transport communication between Azerbaijan and Nakhichevan. That is, it is written that Armenia provides this, and Russia as an intermediary, oversees that Armenia fulfills this political obligation or ensures uninterrupted traffic. There can be no misinterpretation here. We say that we are ready to implement it today; let there be no other expectation beyond this.

There is the next question. Azerbaijan says that due to the conflict, it will be problematic if Azerbaijani citizens come into contact with Armenian customs officers and border guards while passing through the western regions. They say let the Russian border guards stand at the border. We say that we can understand the expectation, but we agreed in the tripartite relief group that all agreements should be based on the principle of parity, equivalence. Here parity is broken. If an Azerbaijani does not come into contact with an Armenian border guard, in that case, an Armenian also should not come into contact with an Azerbaijani border guard.

We have proposed a solution. To outsource that service at that point to other organizations or countries and agree that the operators will stand at the border; that is, a third party. We say from the beginning that we are ready to delegate that operation to the Russian border guard troops. Who does Azerbaijan want to delegate? For example, it can choose Turkey, too. Or let Armenian services stop on the side of Armenia, and Azerbaijani services—on the side of Azerbaijan," Pashinyan announced.
