South Korean President Yoon Seok-yeol apologized for the crush in downtown Seoul that killed at least 156 people, Yonhap news agency reported.

He noted that the country needs major security changes.

Besides, he promised to bring the perpetrators to justice, and the process of the case would be open to the public.

In the evening of October 29, crowds caused the largest stampede in South Korea's history during a Halloween celebration in a narrow alley near the Hamilton Hotel in Seoul's Itaewon district.

At least 156 people were killed, including 26 foreigners.
